[Veritas-bu] No data?

During a system recovery restore recently, certain files came back empty (0
bytes).
This is very odd. The client is an NT system. According to the NetBackup
database (doing a grep for HPNSCSI.SYS):

This shows that HPNSCSI.SYS is in fact 20,944 bytes large.
I attempted to restore these (and other) files to an alternate location and
system.
I found the files in /C/HP/.... (C:\HP\...) all came back OK.
The files in /C/WINNT/... (C:\WINNT\...) all came back with 0 bytes.
This is more that just a little disturbing, and possibly frightening from a
Backup Admin POV.
Surely I'm not the first to witness this kind of event. What have other
people who have found this done?
