This what I found:

I found the following in the bpsched logs on the 24th and 25th.  It seems
that it is not scanning for the classes listed.
Here is a sample of the bpsched log from the 25th.  compare it to the one
from the 23rd below.  How should I fix this problem? 
It says that there is another bpsched running and is examining the class
configuration.

Hi All,
I am running Netbackup 3.4 on Solaris 7.
In the last 2 days, 24th and 25th, none of my backups have started.  There
is no indication of them starting.  
They are in the schedule, times etc. but they did not start.  There is no
reports of that in the logs.  I had enabled VERBOSE in bp.conf and I looked
at all the logs, no sign.  Also, I looked at the
/usr/openv/netbackup/db/images directory and looked for the backup images,
but no sign.
I started the backups manually for now, but I want to get to the root cause
of this problem.
How should I go about troubleshooting this scenario?  Any help would be
appreciated.
