A brief update...Thanks to everyone who replied. 

The problem was that the STK L700 held the following layout
9840    9840    
9840    9840    
LTO     LTO
LTO     LTO
LTO     LTO
LTO     LTO
9840    9840

One second 9840 drive in the second column went down and through off the
drive numbers and index. Once we figured this out all was well.

I am running with 8 HP LTO drives in a Qualstar 88264 library.  I have the
Library set to TLD and the tapes to HCART.  This is the combination that
works with this particular equipment.
