I'm not sure what level of Solaris you are using or what patch version, but
in 2.6 and some of 2.7 you needed to disable the reserve release
functionality

so setting the st.conf to

DLT7k-data = 1,0x38,0,0x3D639,4,0x82,0x83,0x84,0x85,3;

But before doing that make sure that the line

tape-config-list= is uncommented otherwise the st.conf is worthless.  If is
commented then uncomment it do a reboot -- -r and test it, if still having
problems try the new st.conf entry.
