This could happen if your database backup was still running. I used to (3.2)
have an occational situation where the db backup would run but leave
processes around and as a result none of my backups would run but I could do
restores. Sound familiar? 
 
I haven't seen it since we went to 3.4 but here is what I used to do to fix
it
 
run the K77netbackup on the master
do a ps -ef | grep bp and see if anything is still running (shouldn't but
when this occurred there always was)
do a kill -9 on any remaining bp processess
run the S77netbackup on the master to restart
 
PS. Even running bp.kill_all didn't get rid of the processes. Using the kill
-9 was the only way that worked for me.

I am running Netbackup Datacenter 3.4 and for the last 3 days, none of my
backups will kick off, not even manual backups.  I can restore, but no
backups.  I can't even generate logs.  Any ideas??
