Not even Vault will duplicate the NBDB backup tape.  

As the last part of its operation Vault will make a 
NetBackup Database backup tape (using bpbackupdb) to be 
sent offsite with the tapes just duplicated.

Jason:
You'll either have to run another bpbackupdb to send 
offsite, or work with dd to get the result you are 
looking for.
