Hey Ryan-

Are you certain that your script produces no output to
"standard out"?  I have seen this exact issue with a
bpstart_notify.bat, and the only problem was output
confusing the bpstart script.

(I see that you are using the >> and > redirects, but
we are talking about NT after all...  maybe try
hardcoding your start.pl script to write to the
logfile?)
