[Veritas-bu] exclude lists on netbackup

we had the same issue.  if you create an entry in the first screen after you
select the exclude tab, you can then create your entries by doing new list.
to view them you have to do new list, then delete the empty new list to see
your already created ones.  its really dumb, without that first entry, the
exclude registry key is not created...  the latest patch fixes this
problem....
