With BLIB you don't need RMAN to do Oracle backups.  If you want to use RMAN
instead of BLIB, you need the Oracle Extension for NetBackup.  If you want
the flexibility (?) of RMAN, but the performance of BLIB, you need the
Oracle RMAN BLIB Extension for NetBackup (new, even more expensive option).
