HSM 3.2 System Administrator's Guide, page 63:

File Systems Not to Manage
--------------------------
HSM cannot manage:
    o Root ( /) or any subdirectory in the root file system
    o NFS mounted file systems
    o Raw disk partitions, including swap partitions
    o /tmp file system

So, you guessed right...the answer is no.
