This is because you have two media servers, and all the media in Netbackup
is "assigned" to a particular media server while they have valid data on
it. A tape will be deassigned once it's expired and it'll be up for the
grab again.
Personally, I think the whole concept of assignment is a very stupid idea.
I raised this issue to Veritas a few times and hopefully they'll get rid of
this in version 4 (more likely in version 5).
