I have Redhat 5.7 and NW 7.5.3 and hav similar issues sometimes
especially when booted box without close a NMC.
Here the steps which i used.

service gst stop
1. Shutdown NMC server (ensure that gstd is not running) and kill httpd
processes.
2. Go to <NMC install dir>/cst
3. Remove the following files - csp.clb, csp.clb.bak, Config.xml
4. Copy Config.xml.template to Config.xml
5. Start NMC server
service gst start

Sometimes i must restart networker too and if needed restart it between
steps 4 and 5
