Turned out the error was related to our Tape Library settings. Somehow the 
number of Physical Slots presented to the Host/Networker increased to 24 
slots (Ie. in HP MSL lingo "Reserved Slots" setting changed). So, 
Networker nsrlcpd daemon prolly experienced silent error due to its 9-slot 
license limit (as number of Physical Slots has increased).

Went ahead reduced the number of physical-slots presented to host to 8 
(ie., increased "Reserved Slots" to 16, in MSL configuration). 

Now things working fine, Thanks to all - who contributed, quickly !!
