It has been ages since I used that NetWorker version, but as I recall, all
the details on how to set up a staging policy should be available in the
Administrator's Guide for that version. Just open the administrator's
guide PDF file and search it for "staging" and you should have your
answer. 

You should also consider upgrading to a more current version because
NetWorker 7.3.2 is no longer supported by EMC.
