[Networker] Difference between oldauth and new auth

The old method just used the hostname to authenticate a NW host. It assumed
that NW works in a safe environment.
The new authentication method has been implemented with NW 7.3 it relies on
self-signed certificates. To store these, the Local Hosts resource has been
added. Certificates are exchanged automatically with the first connection.
