On windows running process explorer procexp available from  Microsoft download 
site will show active nsrmmd
When an inactive drive is disabled in the gui the nsrmmd process is immediately 
killed anyway
So if you disable all unneeded drive ( right click select enable/disable)
Then that leaves only "active" drives. 
Activity should show against the in use nsrmmd for a backup so killing the 
others should free up the locked up drive in 2 minutes.
Why 2 minutes ? . that's usually when networker states it will restart the 
missing nsrmmd .
However if you enable the drive a new instance is generated immediately.
Then you have to wait for the library to be ready again.

On tru64 unix you can disable any unused drives , then run fuser -f 
/dev/devicename which will give the process id of active drives.
Therefore  killing it will kill the backup using that drive. Killing the other 
nsrmmd processes will free up locked drives.

On a semi-regular basis I'll get a device that is hung in an idle state,
normally to clear it I run an 

nsrmm -H -f <device name> 

now I haven't gone looking to see whether it restarts the relevant
nsrmmd process, but it generally fixes the problems I see

It is also easy on windows : using sysinternals processXP, check for
handlers "Tape".
Then, depending of the name you are looking for, you can retrieve the
pid and kill it.

I run on unix and there isn't even a really easy way there to tell which
nsrmmd is tying up a drive.

In the situation you describe, I'd be looking for an alert that some
drive/volume was needed for reading... and then hope you can figure out
which stage/clone/backup is calling for that and terminate that process
on the server to clear the idle write tape (yes, NetWorker in my
observation gets the write target ready and then checks if the read
source is available).
