[Networker] New client won't make full scheduled backups

Hello all,
I recently created a new schedule and I'm baffled why it won't make any
full backups. I set up a schedule to make a full backup every two weeks,
and incrementals every night. However, unlike all the rest of the
clients and schedules I have, it refuses to do a full backup according
to the schedule. Instead it does incrementals every night. I can
manually run a full backup from the commandline using the 'save'
command, so I don't think it's an issue with the pool or client, and I
don't see any errors being generated by the nightly backups.
Any ideas how I can figure out what's going on? Thanks.
Useful info: Networker 7.6, networker server OS RHEL 4, client server OS
RHEL 5.
