That is correct.
It all depends on what king of VSS failures you are getting.
1). If stop  COM + EVENTS, Microsoft software shadow copy provider and
volume Shadow copy service. Stop Networker Service  and then start
COM + EVENTS, Microsoft software shadow copy provider* and start the
networker service. This should fix the VSS issues.*
*If you client is 7.5.x*
*put this int Backup command of APPS and modules of the client config*
*save -a '"ignore-all-missing-system-files=yes"'*
