I have a tape that has savesets that had expired. They were still in the
media db, however. So, while I was out, my co-worker did a "scanner -i" on
the tape. And now I am trying to change the browse time, but coming up
with difficulties. I can (and have) changed the expiration date to much
further in the future.

Cannot exceed the browse time of a recoverable save set 3800593620
I tried to set the saveset to be not recyclable, but that didn't work.
>nsrmm -S 3800593620/1267234004 -o notrecyclable
Mark save set copy 3800593620/1267234004 as not recyclable? yes
Save set `3800593620' cloneid `1267234004' is already not eligible
So what am I forgetting to do, to turn this saveset into a browsable one?
