This sounds like an issue with connectivity from the host to the tape drives. 
What troubleshooting steps have you taken to ensure the NetWorker server and/or 
storage nodes can access the tape drives? For example, can you manually load a 
tape into each of the tape drives and issue a rewind command using the mt 
utility?
