You are probably trying to restart outside the "Restart Window"
Look at the "Restart Window" under the Advanced tab in Group settings, by
default it is set to 12 hours so if you restart after that 12 hour period it
will run ALL the clients again. Adjust it to what you need.

Subject: [Networker] Restarting a failed group?
In older releases of NW (e.g. 7.2.2) , it used to be that when you
restarted a failed group, using nwadmin, it would only rerun the
clients/savesets that failed, not the ones that succeeded. On the other
hand, if you did a 'Start' then natch.
On newer releases (7.5.x), the 'Restart' option under nmc reruns
everything. Is there a way to force it to just rerun the failed client?
So I have group that shows up under nmc with a status as a red circle
with an 'X' in it, not a checkbox with a green check mark. That means
something failed. Turns out, one client failed because the client
software was turned off. After turning it back on and restarting the
client, I now want to rerun the failed client. I can either 'Start' or
'Restart'. I pick 'Restart', and it restarts every client. Sheesh!
Do I have to instead login to the primary backup server and run:
savegrp -l incr group -c client
Yes, I can do that, but thought maybe nmc could do this, too?
Thanks.
George
