I had the same issue with my I-scalar 500 
I could solve that with partitioning the Robot
I partitioned the right amount of slots and presto
It worked

Hi,
having fujitsu-networker 7,5A00 Networker environment (Network edition), I'll 
try to run an HP MSL4048 library with 2 drives and 48 slots. 
Don't ask why, i'd like to just have 24 slots in use, so I bought a 24 slot 
jukebox license.

Networker now told me that there is a 48 slot library configured, so I have to 
license 48 Slots. otherwise I'm not able to mount a tape.

Is there a way to use a the 24 slots of a 48 slot library by having a 24 Slot 
License?
