what does the output from an mminfo -v -q pool="VCB backup pool" -ot   look 
like ?   what flags does it show for each saveset ?

You don't say if you created the retention policy and configured the
pool before you wrote data to it or not.  The changes you made should
work going forward (as long as dependencies do not keep the data around)
-- but any savesets that already existed when you made your changes will
have whatever the previous retention/browse times were and you'll have
to manually deal with them (nsrim command).

Others may know more -- as I've never set up VCB at all.
