Yes, you can move from RHEL3 to RHEL4 via mmrecov if you really need to. (Generally speaking this is why it's a good idea to keep /nsr as a separate partition - that way you should be able to accomplish most OS upgrades without needing to perform any disaster recovery activity.)

The only thing I *would* caution about is changing bitness - i.e., going from RHEL3-32 to say, RHEL4-64. If you're going to do that, I'd suggest more caution, and possibly a test environment.
