I always assumed the barcode labels on LTO tapes could contain any

setup to LTO-4. When I replaced catridges today I ran out of LTO-4
labels (that came with the new device) so I took one of the old labels
(ending in -L1) and put that on the LTO-4 tape. Now Networker is
refusing to label the tape claiming it's an "incompatible medium".

I believe it is using the label to say this is an LTO1 tape -- LTO4 drives can not read or write LTO1 media. The LTO spec says read two generations old, read/write previous and current generation -- so, I hope you have held onto a couple of LTO1 drives to read your existing media.
