If the staging process is using the same .RO that the recover wants, you are not going to be able to recover until the staging is finished.

If the staging is NetWorker initiated, then the only way you will be able to allow the recover to work now is to log into the NetWorker server and kill all the nsrstage processes that are running. One of them will be the one holding the .RO you need. It could take up to 30 minutes before the .RO will become available (and all the copies that have been created by the nsrstage process already will be orphaned and wasting tape).
