Good deal, we ran the nsrnmoadmin -r list to create it, just didn't know
if it was overwritten when the backup runs or just read in..

No. According to the documentation you can either run an assistant (dont
remember the name) which creates the file and writes some values to it
or you can do it in your rman scripts. In the second case the file can
be empty but must exist.
