2 ways to tell - 1st, if you have data in the log, it is turned on.  

Second, go to the configuration page in NW console, and right click on
the backup server name, and hit "properties".   On the very 1st "tab"
labeled "setup", you will see "Monitor Rap", with a choice of enabled or
disabled.

Also, are there different degrees of monitoring or is simply on/off?

Hopefully you have monitoring turned on. 

If you do, look in the logs directory (installdirectory\nsr\logs) for
rap.log
