Why not just make GST a dependent service for the last networker service 
that starts up.

We have the same issue about NMC not loading and long bootstrap backup.
We too are running on Windows 2003 and NW ver. 7.4.3
I have made a habbit of starting the nsrd and gstd services manually. 
First
I start the nsrd service, and then observe the activity in the daemon log
using a small utillity called BareTail.
When looking at the daemon log while starting NW I have noticed that it
start with checking indexes, and i seems correct that NW also perform a
reset of the jukeboxes ( I have 3 jukeboxes).
My experience so far, is that it makes no sense trying to start the gstd
service before all jukeboxes are ready, but when starting NW this way I 
know
exactly what is going on and I find it better to know what is going on
rather than wait and hope.
I can really recommend the use of BareTail ( http://baremetalsoft.com ) to
watch the activity in the various NW logs

I do have NMC on the server but tested moving it to a isloated server and 
we see the exact same results. What makes this bad is you can not do 
anything for 15+ min. I can jump around to the other screens and see 
everything on them but they are not sable until the monitoring screen is 
loaded.
