A blank server's file allows any NetWorker server that can access your
client to back it up. Having one or more NetWorker server name in the
clients servers file restricts the backup to only those server listed in the
file.

Yes I am sure for that, I have removed the entry from /nsr/res/servers
file and than restarted the nsrexecd daemon, but the server was still be
able to take the backup of the client. So I am in doubt for the
functioning of the /nsr/res/servers file.

Odd. Are you *sure* you restarted nsrexed service *after* you removed
the entry for the server?

I have seen this when the DNS does resolve both forward and back - both
short-name and FQDN..
