Correct, it will only re-label a tape from another pool if 1. the pool
allows it, and 2. the tape is recyclable (all save sets on it have
expired).

Automedia management has nothing to do with this, it only allows the
labeling of Blank (New Unlabeled or at least no Networker label) tapes
if enabled.
