Jon, I suggest to read it up in NW manual, there's a topic dedicated to this 
very question.  
NW follows a set of various priorities when selecting the media to recover 
from.  In a few words - first goes a complete saveset on 1 volume, then 
-mounted volume, then - type (AFTD, file type, others like tape), then - media 
location.
If you have both source SSID and clone in the library and want to restore from 
clone - you'd need to mark the source volume as suspect (nsrmm -o suspect -y -S 
<SSID>)
