The clone-id is the unique identifier of that _instance_ of the saveset; in actual fact to target a specific instance of a saveset you must refer to it in NetWorker as the ssid/clone-id.

Every instance (including the original) of a saveset in NetWorker gets a clone-id - it's pretty closely tied to the nsavetime for the saveset; in fact, if you have disk backup units you'll note even on the disk backup unit that there are 2 recorded instances of the saveset - one for the RW and one for the RO device, and the one for the RO device will have a clone-id that is one less than the clone-id for the saveset on the RW device.

Another area that the clone-id comes into play with is selecting the "correct" saveset to recover from if all saveset instances are offline (or alternatively, when all saveset instances are equally online). In this scenario NetWorker picks the saveset instance with the lowest clone-id for recovery purposes - this is usually the one in the "Backup" pool, but if you do the following:

Backup to Disk
Clone to Tape
Stage to Tape

Then after the data has been staged, and removed from Disk, the Clone on Tape actually has the lowest clone-id.

EMC have added an "offsite" flag for volumes (NOT to be confused with setting a volume location of "offsite") such that a saveset with a lower clone-id but residing on a volume marked as "offsite" is considered "less eligible" for recovery.
