Yes, we have had the missing startup script issue , and it was on RH linux 
using NW 7.4.2 -

To fix it, we just took a copy of the /etc/rc.d/init.d/networker file from a 
7.4.1 client and put it in and that fixed it...

Not sure about the missing /nsr folder - never saw that one. I would probably 
just try using an older client version rpm and see if that fixes it, like 7.4.1 
or 7.4...
