Check that in the client is not excluded VSS: NetWorker User -> Options -> Save 
Operations -> VSS:*=off (should be blank).
Are VSS writers in client working correctly?

If VSS:*=off is not included in the client definition on the server,
then it would seem the problem is that for some reason it is being
prevented by the client.  However, I've never done or seen that done --
so, I don't know where to go looking on the client.  At this point, I'd
give EMC a shout.
