This is done to protect you. NetWorker will not go and write all over volumes that it knows have labels on. There are several cases where this would be a very bad thing to do. If you have a need to overwrite these volumes you should label them yourself, being very careful that you are labelling the correct slot range.

Auto Media Management is overrated IMHO and I never use it. I prefer to create a scratch pool for new tapes and label all new tapes into this. I set up a pool called "scratch" with the flag "Recycle to other pools" selected. I then have a little script that sets all volumes in that pool to recyclable. I set all other pools with the flag "Recycle from other pools" selected. I find this strategy much safer and more useful than AMM. It would work a treat in your situation.
