You may want to look at jbedit, which should allow you to add a drive to a jukebox.

I have used jbedit to add shared drives to a library where the physical drive already exists. I am not sure whether jbedit can add a new physical drive to a library, perhaps someone can confirm or deny that?

In any case, jbedit can NOT add slots to a library, in this case the user want to add slots and drives at the same time so jbedit would not be sufficient.
