  I did it as your suggestion;
   
  administrators of User Groups lists like that 
"group=Administrators,host=bakserver
       user=administrator,host=bakserver
       user=system,host=bakserver"
no mattter I login in as user "administrator" or "system ",backupserver of 
local host 's administrator information is "No privilege to view administrator 
list";
