Success!

After playing around in the scripts, I was able to capture the underlying 
error. The problem occurs when running the scan.exe command. I see an error 
related the user not being in the Remote Access list. 

This list for the client can be found in the GLobals(2) tab for the client's 
properties. 

It would appear that the VCB options in the Proxy drop-down for a virtual 
client cause the save_vcb.bat to invoke the save within the context of a 
different user account than when you use the Proxy to drive the backup from a 
list in the save set (not using a client with the Proxy drop down set).

As soon as I added my user to the list, the VCB backups run without a hitch.
