Course I know what a dos box is. However there's no 'DD' or 'OD' command
available that Networker 7.1.3 build 404 is aware of, or Windows.

Is it a free util I have to download?

Thankfully, I do not have to run NetWorker server in a Windows environment, but I just did a google search for "dd for windows" with the quotation marks, and the first hit I found was

 <http://uranus.it.swin.edu.au/~jn/linux/rawwrite/index.htm>

This is beta, but it might be worth trying. There were numerous other hits that looked promising too, so try doing the same google search if the option I just provided doesn't fit your needs.
