I installed the relevant packages on the V240, moved /var/nsr over, set up an entry for the networker server, applied all the new licenses against the new host id, made sure that the server references itself as the license server.

And nothing works.

You're a little vague on some of the steps, so it's hard for me to tell
where things may have gone wrong.  Can you clarify a couple points?

- 7.1.1 to 7.3.3 will involve a media database upgrade.  Did that step
  happen?  It's often a mistake to do a server move when the source and
  destination versions aren't the same -- it can be done as long as there
  are no conversions necessary, but it increases the complexity of the
  procedure.

  In this case, your best bet may have been to have 7.1.1 installed on
  your new server too, do the migration, do a little testing, and then
  do an upgrade from 7.1.1 to 7.3.3 on your new server, at which point
  your media database conversion will take place.

- Moving to a new server is very similar to going through a disaster
  recovery procedure for a NetWorker server, so did you read the Disaster
  Recovery guide?
