That's really up to you as the system administrator.  What run levels do
you want to have networker active in?

Perhaps someone turned it on by hand for 2345.  If you never use run
level 2 or run level 4, it probably doesn't make much of a difference.

You can, but unless you're going into runlevel 2 (or you've created a
runlevel 4 and are using it), it won't matter.

If you want it off in run level 2, then yes.  Imagine if you did a
shutdown from rc3 to rc2.  You're indicating that you want to stop
networker, so the shutdown script is required.
