Networker 7.4 on Windows 2k3

When all the available tape drives for NetWorker are in use to other backups 
being performed, and further backups are attempted from other storage nodes, 
the NetWorker application generates an error indicating that the backup can not 
be performed due to all the available tape drives that are currently in use. 
This error message is repeated over and over again approximately every 2 
minutes or so.

Does NetWorker send the SCSI commands to the tape library and attempt to insert 
a tape into the busy tape drive, OR does NetWorker realize that the tape drive 
is in use and not send any SCSI commands to the tape library because NetWorker 
knows that the tape drives are all in use?
