I think this depends on the size of your environment. If you only have a
single NetWorker server then it's probably fine to run NMC on the same
box. If you look after multiple NetWorker servers it makes sense to have
a dedicated NMC server that will manage all your NetWorker servers,
rather than having to connect to lots of NW servers separately.

There is no technical reason not to run NMC on the NetWorker server.
