[Networker] scripted cloning, guidance needed

We converted to scripted cloning (instead of having the full save groups
do automatic clones) recently. However, I have discovered that there
are savesets that are always at the full level, so my mminfo query to
build the list of savesets that need to be cloned is flawed.
Right now, I'm performing the following query:
mminfo -q 'group=Windows 2,level=full,savetime>1 month ago'
However, I'm making more clones that I really need to, since I'm cloning
every "SYSTEM STATE:\" and the like from all the windows machines that
were made (and not previously cloned).
Does anyone have a technique for distinguishing the entire group was
level=full vs just those few Windows savesets that are ALWAYS level=full?
