Hello,
As i posted the solution last week to the list, two other processes needs 
to be cleaned up occasionally, when NMC does not respond ( I can only 
speak of Windows).
The script below will regain the access, in our case OPS does not have 
right to restart services, so i have designed a Control M job for them.
taskkill.exe  /F /IM dbsrv9.exe
taskkill.exe /F /IM gsttclsh.exe
net stop gstd
net start gstd
