A VTL is a block device that looks like a tape library on the SAN, so
yes.  It would be connected via a SAN.  If you're asking how LAN-free
backups are better than LAN-based backups (separate backup LAN or not),
they're much easier on the clients.  Sending block data to a tape drive
(real or not) is much easier than sending the same amount of data via
IP.
