Questions:
Why would Network come into play while cloning  ? you are FC attached to 
the VTL right ?
Has the VTL been tested without cloning at the other campus site ? perhaps 
bottleneck is not Legato, performance without cloning to the new site 
should be verified if possible ?
Have you checked the Entire SAN paths for any errors ?
