But if the server nsrports is 7937-7966 am i restricting the server to use of 
these ports only - for all clients?
  This setting was setup before i arrived so i am trying to determine if the 
site has now reached a point where the number of client backups is too great 
for the nsrports setting on the networker server.

the client, so the server should be able to look up the value for a given

How does the nsrports command work in an environment where some clients are 
behind a firewall and others are not? Do I need to set the nsrports command on 
the clients that are not behind a firewall?

For example, the clients behind the firewall are using the command nsrports -S 
7937-7941 and the firewall rule is setup appropriately. The Networker server is 
using nsrports -S 7937-7966 and the firewall rule is setup appropriately.

But clients that are not behind firewalls are using the default nsrports of 
7937-9936. How does the nsrports setting on the networker server and the 
default setting on the clients work correctly when the client range is much 
larger?
