Don't forget though, that when you change the target sessions, you
should go and check your parallelism as well (Parallelism = number of
target sessions * number of devices).

Yes, I think they are the same problem.  However, I do have a "Indexes" 
pool that all groups save their indexes to.

The change that I made before this started (other than weird NetWorker
crashes) was to reduce the target sessions on the two AFTD indexes pool
volumes from 40 to 1 -- believing it would better balance the load
across the two that way.  I have just now increased that target back up
to 25.  I'll see if that makes this problem go away for me.
